- Understand the purpose and value of a DMO for the community
- Attain community and visitor industry stakeholder support for the DMO
- Select appropriate DMO governance model and develop related policies along with required training
- Identify dedicated and other funding source(s) and develop organizational policies and processes for the DMO
- Prepare an approved priority-based DMO strategic plan
- Determine a cost efficient DMO office/visitors center
- Hire a competent DMO executive director/CEO
- Prepare and execute an annual measurable and partner-vested DMO marketing and business plan
- Develop effective public and/or private sector marketing partnership(s)
- Communicate plans and activities on an ongoing basis with primary stakeholder groups
